The People's Republic was first invited to attend the PIF-related Talk on Establishing Dialogue Partnership held in Suva, Fiji, in 1988. Since 1990, China has attended the Post-Forum Dialogue meetings on a regular basis. In 2003, China announced its willingness to further expand economic ties with PIF member countries as well as to provide funding for the forum's secretariat.,"According to official Chinese figures, from 1992 to 2021, total trade volume between China and Pacific Island Countries (PICs) having diplomatic relations with China grew from $153 million to $5.3 billion, registering an average annual increase of 13% and expanding by over 30 times in 30 years. Similarly, by the end of 2021, China’s direct investment in PICs having diplomatic relations with China had reached $2.72 billion," says Camilleri.,The competition between the United States and its allies on the one hand and China on the other will, if anything, gather pace and intensity in the years to come, the professor says, adding that Beijing's advantage is that "it comes to the table with a much bigger checkbook, and greater opportunities for trade and investment, especially in infrastructure projects."。

B | 理顺价格机制是规范收费与服务的前提。《通知》明确,有序推进口腔种植医疗服务“技耗分离”。技术收费与耗材收费“一码归一码”,让种植牙价格进一步透明,使治理更具针对性。此举一方面旨在令虚高的耗材价格回归产品价值本身,另一方面会使医务人员的劳务价值得到合理体现。聚焦重点事半功倍。种植牙耗材是种牙花销“大头”,自然成为治理焦点。目前,公立医疗机构采购高端品牌种植体价格在4000元至6000元每套。至于民营医疗机构,种植体采购价格更是极不透明。媒体曾报道,高价种植体近一半的成本用于“铺市场”,“流通过程存在价格虚高空间”是不争的事实。巨大的“隐性成本”引发患者强烈质疑,“灰色公关”更引起有关部门高度重视,种植牙耗材的价格“水分”必须好好挤一挤!即将实施的集中带量采购,是医保部门放出的“大招”。《通知》强调,精心组织开展种植牙耗材集中采购,由四川省医疗保障局牵头组建种植牙耗材省际采购联盟,各省份均应参加。“种植牙采购联盟”具有三大特点,一是首次对医保目录外高值医用耗材进行集中带量采购,二是首次明确鼓励要求民营医疗机构参加的集采,三是首个覆盖全国31个省市区在内的最大的医用耗材采购联盟。集中采购有利于发挥规模优势,将对种植牙耗材展开“灵魂砍价”,压缩中间环节和流通成本,惠及更多患者。同时,还将采取多家中选的方式,优化供应链条,更好匹配患者和临床所需,确保口腔种植服务质量稳定、种植体供应充足。优质的种植牙服务更离不开优秀的牙科医生。尊重医务人员的专业付出,是合理规范收费的另一标尺。《通知》明确,三级公立医院种植牙医疗服务价格全流程调控目标为4500元。这一调控目标是有关部门经过认真调研、广泛征求意见后确定的,不仅体现了医生技术的“含金量”、有利于保障医务人员的积极性,而且剑指巧立名目乱收费、体现公立医院公益性。站在患者角度,全流程服务指导价囊括各个诊查、诊疗项目,符合患者降低整体种牙支出的合理预期。公布种植牙全流程调控标准,公开透明收费,更便于社会监督。如何引导和规范民营种植牙机构,同样引人瞩目。民营医疗机构实行自主定价,不意味着其经营不需要监管。
